Confusion is not a psionic power, and mental shielding only applies to mental assault and telepathy.
The FSS forget what they were doing, and see what they swear to be one of Kolokvar's rahkshi. They also does not notice that the Vorox's speech is scrambled, nor does anyone else listening. The rahkshi appears to speak. "Fall in line, soldiers. ...or am I to report you too?"
