Radar maps the dimensions of the ships while mind reading attempts to passively glean information regarding the make up, and purpose of the fleet.
The crew members are mentally shielded, and the shields that surround the ships absorb low level kinetic energy. Therefor, the arthron users are surprised when no radar response is received

The fleet scans these craft, and sends a Sandstorm squadron to investigate
Scans uncover no results on the black objects. The other object, however, is revealed to be a Crescent Carrier.
The squadron, just before reaching the upper atmosphere is hailed by mental, and radio messages.
"You are approaching a region of airspace making up a wall of defense between the world below and the realm of space above. Be advised that we are not responsible for damages to property incurred beyond this position."

Vice Admiral Tharell runs the designs for the crescent carrier through the FSS database. It seems that a craft of this type was present at the Battle of the Bone Hunter Camp. This was a fleet of Chagrin vessels, hostiles by any account. He deduces by the size and specifications of the carrier, that it could only be complimented with a dozen or less aircraft, far inferior numbers to his own fighters. However, the black objects are of particular interest to the Vice Admiral. A complete unknown object with superb stealth technology. It would hardly seem large enough to contain sufficient weaponry systems to battle one of their craft, but Tharell remembered the report from the Battle at the Bone Hunter Camp. Chagrin forces used extensive shrink technology. Perhaps the Chagrin forces have stuffed in weaponry systems within the small structure as to convince adversaries it is no threat.
"But of course our fighters cannot traverse the vacuum of space. No, I am more interested in why the aircraft of Makuta Charix are positioning themselves above key Forosian military installations across the Empire."

"Your position is not unique. positions like this one have been established as part of a Wahi wide, joint defense project with the Atero Guard. With the disastrous effects of the world wide Manas attacks a suitable defense had to be erected to prevent a repeat occurrence. Seeing as our forces were both the most disposed, and most capable of dealing with the threat, we acted. If you object to current placement I can place you in contact with a superior where the situation can be discussed further."

"A suitable defense was managed by the Forosian Security Services. I am surprised Charix's Brotherhood would feel it necessary to defend Foros, given their blatant breach of our sovereignty in a recent battle."

"If you are referring to the Bone Hunter debacle, then you speak out of partial ignorance. The Bone Hunters held a mutual defense and friendship pact with one of our commanders. At the time of your...expansionist attack, the Hunters had enlisted our help in revamping their establishment. Your attack scuttled that effort and effectively killed every single one of our allies. It is our, not your, sovereignty that was breached that day. In the interests of relations, however, I am loath to say more. In terms of why we are protected your few territories here, suffice it to say that partial coverage of the skies of this Wahi is not ideal in protecting against Manas. For our purposes, Manas must be shielded against from even entering the skies of the Wahi."

"On the contrary, the Bone Hunter 'camp' existed on land protected by the Foros Confederacy and the New Roxtusian Order of the Skrall. It was not expansion, but pest control that the FSS accomplished that day. I think you overestimate the threat Manas pose to this world. The Forosian Security Services have done battle with the Manas on two separate occasions, both resaulting in the destruction of the enemy force. This was also prior to the construction of the Protoship fleet. Perhaps your fear of the Manas shows your weakness?"

By this time, news of the communication has reached higher officials within the Chagrin organization, as such, a new voice enters the conversation.
"Forosian territory, this is Commander Larkisk, of the Chagrin strategic division. I have been monitoring this situation and will respond to your assertions. The actions your forces committed to upon that territory seemed far more than simple "pest control". as you term it. Your forces no doubt, noted that our own forces were present in the area, but, instead of acting with care and announcing your claim to the area, a claim that would have surely been respected if advanced in the proper manner, proceeded to simply attack. Such an action would seem to be, in the eyes of a reasonable observer, a simple act of undeclared war against the entirety of our organization. The matter is further made woeful by the fact that our forces had no hint that the land they were setting foot on was claimed territory, and the Bone Hunters certainly gave no indication they knew. Indeed, upon arriving no signs were seen, no messages received, and no sign of other activity that would have suggested the presence of an organization such as yourself was present. I do not think I speak in error on this. As concerns Manas. We fear precious few things and spare no expense in combating threats. We identified the best manner of combating the Manas and implemented it. That is all."

The Vice Admiral is simply amused.
"It is woeful, indeed, as you say, that I was not present during the battle. No doubt the 'simple misunderstanding' could have been averted. But perhaps the first mistake you made was allying yourself with...primitive terrorists. It should not be considered war to embattle an illegitimate state."

"Our preferences in allies are at odds then. You see primitive terrorists and I see long term potential. And their organization, while perhaps unconventional, was, nonetheless an association of peoples, and as such, by its very nature has the right to exist in some degree of peace."

"These 'Bone Hunters' have no concept of peace. Or perhaps you forget us Glatorian lived among them far longer than you have. They serve a single purpose, and that is to harm others to better themselves. There are some things in this universe that are altogether evil. Some concepts and ideals that have no room for reason. These things are not to be negotiated with or bartered with. They are to be fought, and eliminated. It is the duty of all peoples with a concept of civility to do this."

"I would agree with you as concerns your expression of value, and, while I concede the Bone Hunters may have had a tendency to attempt ill-conceived deeds, I would purport that their wanton acts of violence could be effectively "steered" towards beneficial ends. Perhaps you forget, that at the time, Inharax's RMS and Manas were highly active in the world. Loosing the Hunters to target such enemies would have, of course, been advantageous to both our organizations."
