Radar doesn't actually work underwater. If you were to use sonar, it still wouldn't work, because my subs are cloaked by Shelek and no sound will return to the base, thus giving off the illusion that there is nothing there. In addition, how would I hear the conversation, and if Rahkshi teleported in they'd be killed.

Whoops, mix up If no sound returns they will know something is wrong because the data map would be incomplete with the big holes in it.
I like to give my NPCs a touch of personality.

They wouldn't necessarily know there was a hole. The sound would not normally come back if the sub wasn't there. Hence, if the sub absorbs all the sound, it would seem like empty ocean.

The sound would ricochet off the coral and landscape behind the submarines and come back, by the lack of ricochet the Order can deduce that the Brotherhood is still here.

IC: Order Rahkshi of Gravity are teleported in and they increase the weight in the general area. Order Rahkshi of Magnetism are teleported in and make sure the Rahkshi of Gravity sink their targets.
