The home of the Skull Raiders, the primary evil faction on Okoto before the Mask of Ultimate Power was forged. Dozens of Skull Raiders inhabit this place, and serve under the collective leadership of the four tribal leaders. The four clans - Talmai, Jinvezan, S'itu, and Matara - are united for now, for one purpose: The take over of Okoto.
It is a brutal society. Any and all insults must be returned or the victim will lose face. A sophisticated system of ritual combat known as the 'chain of ascension' allows even the lowest grunt to ascend to power. As such, all Raiders must be in top physical condition, or be replaced by those below them. Being sacrificed by your superiors is not uncommon. The weak serve to feed the strong, and to remain strong, one must be capable of defeating any who might oppose them.

OOC: Basically, every different tribe has its own leader, but the title varies from tribe to tribe. For the S'itu it is the hierarch. For the Talmai it is the highlord. The Raiders have a system where any Raider can challenge a superior to single combat, and if they win, they take the superior's former position. Theoretically any Raider can get to the top of the tribe.

"Quite respectable," he says. "Now unfortunately I have other business to attend to. It was nice to meet you." With a kind smile he turns and walks away.
As Kartos and Laito continued training, another Jinvezan walked up and eyed his leader.
"Ok you one eyed worm! You train with this... Toa!" The leader just looked at his tribesman.
"Are you challenging me for the title of Head Tribesman?" The Jinvezan just nodded and Kartos stepped back. He had learned that this was part of Raider culture.
