So, you'd have too destroy every single databank on the planet seeing you wouldn't know where the databases are, including ones in Foros, Xia, space, and probably a load of other places too, which would A.be extremely hard and B.would probably hamper Zurakia's operation too. As he had access to Zurakia's databanks, no such purge of his would be required.
Seeing as he has all the time in the world, that would be no problem for him. However, all he cares about is the data on the troops. However, if it was well hidden, he'd simply come up with a much more efficient strategy. A time-dilated virus that would sweep through every databank, getting in and out before the computers even register what's happening and bring up defenses, was created. It took maybe years to develop, but not even a millisecond in realtime. It was a search and destroy attack, only targeting the information he was after.
Deep down, it was nothing fancy. However, combined with millennia to break through one computer- one that probably has barely reacted- it would work wonders.
