Proto's telepathic message arrives. Apologies for the scare; The Mountainer's flightpath took us over Atero, and the city was also helpful as a navigational landmark. To answer your question, that was the State of Xia's new airship and its escort establishing a calmed area in Fe-Vo-Fa-Wahi; As that Wahi was not accessible by sea, we needed to use the new ship.
Cenisa answers: And you disguised that airship as a gigantic, shadowy cloud when flying over a populace who generally have strong and innate aversions to Shadow? If I might be blunt, I would suggest that that was highly irresponsible. Please, for the good of both Xia and Atero Nui, do not do so again.
What you saw was the ship's default appearance; The onboard power reactors cannot provide enough power for all of the ship's functions, and so the ship absorbs ambient energy from its environment. It was by no means an intentional choice. I can promise very little besides that The Mountainer will climb significantly higher in the future if its flightpath takes it over Atero.

Surely installing a few Invisibility or Illusion Kanoka throughout the craft would not be too difficult for you, leader of possibly the most technologically adept power on Spherus Magna? You do have a responsibility to avoid mass panic, after all.

You must understand just how large the ship is; We'd need well over a few, and since the shadowy appearance is merely an artifact of an outside effect, illusion would be of little use. It's possible some auxilary devices could be constructed to mask the ship's shadow, but said devices would not be particularly mobile and would need to be installed within a kilometer of Atero itself. If your citizens are truly that shaky around Shadow, I must question why you have not performed a public outreach program, especially considering that Atero has a Kra-Metru.

That will be a task for the Assembly of the Great Spirit when it is established - I believe that our current intention is to remain politically neutral. I merely speak of current realities; the reality is that a giant shadow passing over the city following two Xia-affiliated craft is going to decrease trust. Could you perhaps go a few dozen miles out of your way next time?

The Xia-affiliated craft can definitely be cloaked. With any luck, though, The Mountainer will not need to fly over Atero particularly often. I will look into an alternative method of transporting cargo to and from Fe-Vo-Fa.

I worry that cloaking them alone would only raise fears that the craft is a Brotherhood vessel. Why do you not install a medium-range teleportation device on the craft which you can use as you near Atero Nui - or, as I say, simply divert slightly to avoid the skies near the city?

Again, trying to teleport the Mountainer is hugely inefficient due to its size; I believe it is probably one of the largest aircraft on record. Proto rapidly moves to a computer terminal and drafts a weather control system. I can design an algorithm that mimics normal weather patterns, but can be overridden remotely to ensure that it is always overcast when the Mountainer passes over to prevent panic.

I am afraid that due to our desert location any kind of cloud cover would be seen as suspicious. I must state that I believe that the response that makes most sense is for you to divert your craft away from Atero Nui.

Yeaaahhhh TTYL, I have something I've got to deal with. Proto abruptly hangs up.
Bohak smiles slightly. "Greetings, friends. Might I ask why you have parked your airship above the city?"
"To get straight to the point, we're here to both secure citizenship and permission to open Nynrah Arms facilities in Atero."
OOC: I apologise; I must have forgotten this particular thread of conversation.
"I am afraid," Bohak answers apologetically, "that that citizenship isn't ours to give. I'm not even sure whether Atero Nui even has citizenship rights prepared yet. On a happier note, however, the same applies to any laws on manufacturing and weapons development; depending on which one you want to focus on, I believe that either Fe-Metru or Su-Metru is the best place to set up shop."

Kordukla nods and thanks the Mangai for the information. She and her escort shortly fly back into the airship, which leaves.
The Mangai in the citadel receive a message by a voice in their heads.
"Oh Elemental Guardians, Restorers of the Great Spirit, I wish to seek an audience with you. May I come in to your Household of Greatest Heroes?"
Cenisa answers: Cease your adulation, sister Toa. You are of course more than welcome.
In a bright flash of light, Veihrl appears at the entrance of the Citadel. As always, her weapons and tools are put away, resting on her back. If the door/gate/entrance doesn't open by itself, she gently pushes it open and enters, looking for the Toa Mangai.

She doesn't even get that far; instead, she finds Bohak waving off an airship in front of it.

"One with the Living Green, is there something wrong about this airship?"
There are times where something is only conspicuous in its absence. This is one of those times. While the rest of the city roars with the voices of millions, the northernmost road is suddenly silent. The matoran all, unbidden, turn to stare. Slowly, methodically, a procession winds its way down to the city center. First walk four Toa, armor shining in the sun. Each wears a mask plated with gold, polished to an unblemished sheen. In one hand, they carry elegant spears, and in the other great shields almost as tall as they. They move with a unity, as though they were all one person, split among four bodies. The radiance roiling off of them reveals their nature as Toa of Light. Behind them, in similar formation, walk six matoran, of more varied type. In an unusual turn, they are just as well armored and well armed as their apparent comrades. Next in the procession is Mutrex himself. He stands at nearly double the height of the rest of the toa. Across his back is slung a shield larger than the average Toa, alongside it a great hammer of similar scale. The group finally stops at the gate of the citadel. Mutrex steps to the front, and announces his presence.
"I have come on behalf of the city of Aluxia. I have matters of diplomacy to discuss with the ruling body of this city."
"One with the Living Green, is there something wrong about this airship?"
"Not that I can tell, sister Toa!" Bohak cheerfully answers as he turns to her. "Is there anything that I can do for you?"
"Yes. I have been searching for other Heroes of the Matoran to turn them back to the Ways of a True Hero, but this World of Paradise is large. Far larger than I am capable of searching, so I come to request some assistance."
