The Toa Mangai walk through Av-Metru after the falling battle-station incident. They have decided that they need some sort of base of operations; Sukan's suggestion that it could also serve as place of refuge for the citizens of Atero Nui in a time of need has also been incorporated.
The eight converse among themselves, drawing up plans, then get to work. A basic fortification is constructed for the outer layer of the Citadel of the Mangai. The inner rooms are then built with Olmak disks embedded into the structure. Further features such as a Adaptation- and Shielding-based defence mechanism and a Regeneration and Healing field are also incorporated. The entire thing is controlled from a central console, interfaced with through a Biomechanics-based mechanism which is only able to be used by the Mangai.
The Mangai then leave the building and conduct a test. Cenisa re-enters the Citadel and changes a setting on the console, alerting her teammates Psionically as she does so. The inner rooms are then transported to a pocket dimension with a flow of time of five seconds in Atero Nui itself being equivalent to a single second there. The others see halfway through the message that her thoughts become far slower; happy, therefore, that the mechanism has worked, they join her in their new fortress and home.
Two Xiajets shoot over the city fairly high up. Meh. Those crazy Xians are always doing something weird.
Several minutes to a half-hour later, a truly giant shadow sweeps over most of teh city, including here. Meh, probably a cloud, right?
Said shadow recedes relatively fast, reaffirming the hypothesis that it's totally a cloud.
Bohak, who is viewing the building's outer fortifications (and being impressed), sees first the Xiajets and then the cloud. In respect of the alliance between Atero Nui and Xia he does not interfere with the first incident but does decide to investigate the second.
The Toa Mangai of Plantlife finds Demaron, Fesur and Sukan. They use the central console as a computer to calculate a particular trajectory, then prepare a Telepathy disk which Fesur launches away from the Citadel.
Cenisa detects the mind of the being; she exits the Citadel to greet them.
The being grins at Cenisa when she comes out, and gives a chipper "Hello!" While this being has no markings to identify herself as a member of the Brotherhood of Makuta, she does immediately draw a small emblem... or perhaps large coin with the Brotherhood emblem on it.
"We know," she begins, "that you have had many ups and downs with the Makuta. Mostly false ups that turned into downs. You may have known, through the insane Makuta Kratark, that Inharax was having second thoughts before the last assault on Atero. He wants to talk with you about some final solutions to our differences."

If he cares to look up he sees that the "cloud" is a totally black fuzzy shape. Odd.

Cenisa nods slowly. "We cannot speak on behalf of Atero Nui - if you wish to open diplomatic talks with the city-state as a whole, I am afraid that you will need to wait for the government to be established - but I am sure that we as the Toa Mangai would be happy to conduct more informal discussions with the Brotherhood. Would you also like Toa Kapronan to be involved?"

The ambassador falters. Kapronan had not been mentioned; "the Mangai" was the only entity with whom she had to speak. "Um..."
Kapronan had been the one who attacked Lohraz. Could he be trusted with Inharax? Realizing that she is speaking to a Ce-Toa, the ambassador just speaks her mind: "If it can be guaranteed that he will not hinder negotiations through any display of animosity toward the Makuta, yes."
A shiny silver figure speeds through and smashes into a wall.
Sadly not; instead it smashes into the shield just in front of the outer walls.
This doesn't go unnoticed; Fanos intervenes, holding the being in place with a powerful Magnetic field. "State your business, stranger."
"Ow, how did I um....Who are you? What did I do. I was like um moving slow and then uh, I was moving like super speed and I wasn't looking I was going, and um. Yeah sorry about that. Uh, Where is this. I can't think well anymore...Having trouble finding the um, the um, um uh. Words. yes, yes words."

The Toa Mangai of Psionics nods, saying, "Wait here." She then walks back into the Citadel.
She re-emerges with a Telepathy disk, which she hands to the ambassador. "Use this to contact us when you need."

"To answer your questions, you have reached the Citadel of the Mangai which is in turn located within Av-Metru in Atero Nui. I am Fanos, Toa of Magnetism of the Mangai. Now, answer mine: who are you and what is your business here?"
Fanos makes a mental note to petition the Assembly when it is formed to create a general ban on the use of Kakama or similar items within the city limits.

"Uhm, well, I really don't remember any of that."
"Then, my friend, I suggest that you find something more productive to do." The Toa of Magnetism sighs internally.
A large airship bearing the Nynrah Arms logo hovers above the Citadel.
Kordukla and her guards float gently down on grav-packs.
Cenisa Psionically alerts the others to the newcomers' presence. She then informs the newcomers Psionically that if they continue to float directly downwards they will find themselves standing atop the forcefield protecting the building. She suggests that they move about two hundred metres to the right.
