For just a split second, a grid of Light suddenly flashes in midair. Several drones, clearly outfitted for surveillance suddenly appear, and crumple to the ground half melted. Mutrex smirks once, and then turns his back on the makuta, whispering as he does,
"It is not the way of those who walk in the Light to cower in the shadows, Brother."
His voice booms over the crowd,
"It is time! Send word to the populace! Funded by Aluxia's coin, an interim government will be elected! Tell the civic-minded to assemble here! Each Metru will elect two delegates to represent them!"
"I am Garadur, and unlike you I actually have lived in this realm for more that a few months, and for that reason actually know what I am talking about."
Seeing the collapsed drones Garadur smiles, "Oh, that would be Xia. You really shouldn't attack them, but you wouldn't know that."
Ponuvatron, hearing about new city and seeing that nothing of any interest has happened in this one, leaps upon his hoverboard and blasts into the skies at hypersonic speeds.

By this point the Mangai have gathered just before the gates of the Citadel, having prepared in its inner rooms to answer the challenge against them; all other business has been suspended. Fesur, Fanos, Batudon and Sukan make a conspicuous display of leaving, flying towards Av-Metru’s centre; meanwhile, Demaron addresses the crowd.
“People of Atero Nui, I do not speak to you as a leader,” he begins. “It is not a Toa’s Duty to rule, judge or confine; my brothers, my sisters and I will only advise if and when it is needed. However, it is our Duty to serve the Agori and the Matoran however we can. Now we are called upon to aid in establishing this city’s government; it is a task that we shall undertake gladly.”
“This is also, however, a task that we must all aid in. In the plan that we all voted upon three months before, Atero Nui declared that each Metru would send five representatives to the Assembly of the Great Spirit, each one with a mandate from its citizens. That time has come. Once the Conclave of Elders is in place, elections will begin as soon as possible. All of those residing in Atero Nui will be eligible to stand and to choose between those who stand. This will not be a government beholden to Xia, nor to Aluxa, nor to anyone but the consciences and beliefs of the people.”
“We have waited too long for this, delayed both by external threats and our own caution. Well, we shall wait no longer!”
Demaron now gestures in the direction of his fellow Toa’s flight; simultaneously, Cenisa draws upon the combined creativity of all of those in Atero Nui and channels their artistic visions towards her teammates. Now, as the crowd watches and grows more and more excited, a building begins to rise above the rest of Av-Metru. It gradually takes the form of a massive golden tower, smaller only than the nearby Temple of the Great Spirit.
The tower is sixteen-sided, each side aligned with one of the surrounding Metru. In each one rests a vast panel, decorated in the colours and with patterns reminiscent of the Element of the Metru that it faces. At the top of the tower the sixteen sides give way to a silver-coloured, shallow, slowly circling dome with the words ‘United in Duty and Destiny’ in the Matoran and Agori scripts written along the side. The symbol of the Three Virtues is emblazoned on the dome’s top, visible from the sky.
The crowd falls silent, gazing upon their new centre of government. It then bursts out cheering.
Carolus looks up at the tower and smiles. He regrets that he must use this device to remain mentally and visibly undetected by his creations -- they "ignore" him, so to speak -- but he is glad that they are making progress in the world. Peace is undoubtedly reigning, and perhaps soon, science and discovery await.
He looks down at his own hand, still made of real skin, flesh, and bone. Perhaps even a rediscovery, he thinks to himself.
Before he gets too carried away, he turns and walks away from the crowd, out to another Wahi. He makes sure to implant a sense of higher approval into the minds of the Mangai.

"Know this. It is a stain on your honor that you waited to take action until the very final moment. And it is a stain on yours, Brother, for defending them. You said that it was not their responsibility, that it was asking too much. But now they so suddenly and so eagerly ready themselves to do the very thing you said they should not be asked to. If they were as you said, then they should have simply stood down."
This time he addresses the crowd.
"Our business here is concluded. We will return after the election."
With a burst of radiance, the delegation vanishes.
