Argai supercools the fire, freezing it solid because BIONICLE physics. The laser, however, catches him full in the torso and he flies down, whereupon he uses his Kualsi to end up in the air above and behind Orshek, tumbling into a roll where he comes out upright with his broadswords out in shield mode.
Orshek whirls around with a speed totally belaying his bulk. He knocks the shields out of his hand and grabs him by the mask in the same movement, immedietely crushing said mask.
Argai manipulates Orshek's shadow to pry his hands off the mask. Meanwhile, he grabs a device on his hip and two tears in spacetime open and close, allowing two abnormally-large Toa to step through. They both have their armor painted black, though enough paint is missing to determine that one is at least partially orange and the other at least partially gunmetal.

The Fundamental Orders of the Forosian Confederacy
Preamble:
In the effort to increase power, including but not limited to politically, economically, and militarily, we, the Lordship of Foros, the Skrall Empire, and the Skakdish Hordes hereby consolidate all assets under the name Foros, and transmit loyalty to the new-formed Confederacy. The following will attempt to make understood the terms upon such an agreement is reached. The Leaders of afore mentioned states, Makuta Kolokvar, Silex the Skrall, and Warlord Orshek, have laid out these terms in the Convocation of Foros, and have agreed to the finished form of this declaration.
Article I
1. The Confederacy shall be governed by a ruling council consisting of the leaders of the former independent states.
a. Each jurisdiction shall receive two seats in council. The primary shall be focussed mostly on political well-being, and the secondary on Military production and strategy.
i.The jurisdictions, as will be referred to from here on out, are; The Lordship of Foros, The Skrall Empire, and the Skakdish Hordes.
ii.There will be seven total seats in the council. Two for each Jurisdiction and one for Lord Kolokvar.
b. Should the civilian be dissatisfied with their representation, authority turns to Lord Kolokvar to replace said representative.
i. The Civilian body can only appeal for replacement with a two-thirds majority of vote in their capital city [Foros, Roxtus and Feurer].
ii. Lord Kolokvar is free to replace an impeached representative with any native to the city-state of the jurisdiction.
c. Each seat in the Council shares equal number of votes.
2. Each convening council shall be classified as one of the following, and will follow separate procedures accordingly.
a. Discussion; A discussion council is primarily for the purpose of talking about going-ons in the confederacy, and beyond our borders. Also called for the presentation of resolutions regarding Confederate activities.
i. Any member of the council can call a discussion council.
ii. If necessary, a debate and/or vote council can be called at the end of a discussion council, and approved by Council majority.
b. Debate; Traditionally called during a discussion council, a debate pits advocates and opponents of a proposed vote against one another preceding a vote [see sub-section c].
c. Vote; For the sole purpose of voting on a resolution.
i. Votes regarding military action require a 6/7 majority.
ii. Other votes require a simple majority of 4/7
d. Wartime Council; In the event of war, any of the Military representatives can call a wartime council to discuss strategy and logistics of the war.
Article II
1. Regarding military action and land acquisition.
a. Any land conquered by Confederate military forces is open for colonization by any Jurisdiction, and is immediately integrated into the Confederacy.
i. Each colony is required to have a governor appointed by the grand council. Each Governor is answerable to the council alone
ii. Colonies are extensions of Confederate power, not of individual states.
iii. Similarly they do not enjoy representative freedom as in the three jurisdictions. The Governor holds autocratic rule.
b. The Confederate Military requires equal contributions from each of the three jurisdictions.
i. The number of soldiers tributed by each jurisdiction shall be agreed upon by the council at any given time.
ii. The designs for all military technologies shall be filed in vaults of Foros.
iii. Designs for new technologies must be presented to Kolokvar before manufacture begins.
2. Regarding relations with foreign states.
a. The Declaration of war, or the signing of peace agreements of treaties, must be agreed upon by a majority in the ruling council, and Kolokvar.
b. If war is declared on the Forosian Confederacy, it does not require an act of Council to declare war on the aggressor.
i. Colonies nearest to the aggressor are to be immediately notified, and sent support from the FSS quick response team.
ii. An increase in the draft is recommended, and to be decided by ruling council.
Kolokvar, looking up from his draft of the new constitution, addresses the robot,
"What the karz!?"
Orshek looks over hungrily. "Want me to scrap it?"
"Go ahead, the reason I was sent is because I seem non threatening. We are Dormus, and we seek to form an alliance of sorts. We have the capability to improve your city or destroy it in seconds. Will you consider?"
