OOC: I wasn't entirely sure what your characters were trying to do, but now since you've made it apparent, I'll respond. Teleportation works instantaneously, so I doubt the Toa would make it to Venom's Peak before Garadur.
IC: The duo are detected by the monitoring crew in Venom's Peak and a faint, weakened shadow shield springs across the tower itself.
Garadur teleports himself up to the outer gate (unless he was aiming somewhere else. I don't have any of Charix's antidermis stored at this location).
Upon arrival, he is promptly hailed by a stern voice. "You approach the gate of the Restored Brother-Hood tower of Venom's Peak. State your intentions."
Garadur, upon looking up, would see the Keelerak who spoke, peering over the battlement on top of the gate a couple dozen yards overhead. Garadur would sense that the wall and courtyard behind is crawling with unseen defenders.

OOC: It was stated that Garadur was using a series of teleportation instead of one instantaneous jump, therefore I concluded that the Toa moving at sonic speeds would make it there first. It may not have been the correct conclusion.
IC: Decu flitted his photoreceptors across the fortress walls as if he could see the mass armies behind them, gritting his teeth at the noises they made. "Can you get me to Atero?"

Tyglax begins to respond but is interrupted by the sudden earthquake and noise. While taken by surprise, the fortresses response is quick. Silence is thrown up across the fortress (like a dome) and the fortress and its walls are all, by means of kanoka, affected by density control causing the fortress to become intangible, and thus unaffected.
Upon the creation of the protective barrier of silence, Tyglax speaks to Garadur. "Hail my Lord Makuta. I hear you have come to join us. Might I inquire how you came to learn of my Grand Lord Makuta Charix's operations?"
Tyglax says the above while staring steadfastly into Garadur's eyes and standing stiffly.
There's an earthquake. The deafening sound is broken up by the mountains, but still sounds extremely loud.
As noted in my first post, silence and intangibility are used to avoid any damaging aspects of the quake. The floor in key places of the fortress is affected by stasis, preventing it from shifting.
The Visorak and other forces in the area are forced to either take flight (if an aerial unit) or cause themselves and others to hover off of the ground through the use of magnetism and kanoka of levitation.

At the sudden explosion of sound, the toa jumped, but seemed to enjoy it's powerful nature even after the fields of silence were cast. "I am a friend to no one, no one except for the one to whom I am headed. I can find him if I get to the City. What must I do in exchange for passage there?"

"Stand by. A kanoka of teleportation is being prepared. We require nothing of you other than your word that you will not aid the illegitimate Talinist regime."

"Of course, what did you have in mind?"
"Bone Hunters have committed themselves to our cause through a partnership pact and I dispatched a small force to survey their camp and aid them. A small Forosian force arrived and is currently attacking our forces. The last status report I received indicated that the enemy is battered and attempting to flee, but we have trapped them. Their technology is intriguing. I want it. Prove your commitment to our cause by supervising my forces there in defeating the Forosian traitors, and capturing their vehicles and weapons. "
