The Charged Sea is an extremely dangerous stretch of land in Fe-Vo-Fa Wahi, which constant flowing electricity and various metal ores moving about. Some noticed the odd movements of the metal in this area and discovered powerful magnetic waves that make it act much like a wild sea. With a properly crafted Kanoka, boat, or surf board, one can challenge the invisible waves and hope not to get fried in the process. A couple of daring entrepreneur Le and Vo-Matoran attempted to build something akin to the Chutes of Metru to slightly control the waves better to make it more safe and tourist-able. Thrill seekers and dare devils will find the remains of the initial constructions and if lucky, even the remains of the Matoran still tossing in the waves.
The matoran within, with the help of scientists elsewhere, make a material that can float on the lightning. They build a village on the sea! They rapidly become a proper NA colony.
When Aki production is commanded here, they encounter an obvious problem with the portable water system. The scientists make a portable sea-lightning system instead and make it to float on that!
The area is suddenly calmed and the storm dies down.
The NA colony is surprised and scans are made of the area. Woodpeckers zoom outwards at high speeds, interspersing their flight with teleports in search of the cause of this storm-quelling. Scans are performed with all sensory kanohi.

Levels of Magnetism and Lightning EE have spiked.
Curious. If nothing else is found, they return to the colony but remain wary.

KRK KRK KRKRKRKRKRKKRR KRRRRRRRRRRRRRRRRRRRRRRRRRRKKKKKKKKK ....KOOOOOOOOOOOOOOOMMMMMMM These are the sounds that resound for miles across the ocean, as lightning clings relentlessly to the rising cities' metal. It is a beautiful sight - the cities, immense villages full of people, rising slowly on pillars of lightning, silently defying gravity as thunder gives protest. Any citizens caught outside quickly hide indoors. Who would not flee the relentless sound, the blinding light? Only a toa of Lightning would dare be outside at this moment.
