Iron Warband and the Storm are both ex-Empire of Darkness factions. Iron Warband is lead by Caybluk, and switched loyalties to Solorok after Velika's death. Solorok then gave them to Vezon, where they now are waiting to do something. No real motivations that I can see, except Caybluk is starting to regret switching sides so quickly. The Storm, meanwhile, is a group lead by Borom. His intentions of leading a coup of the Empire were dashed once the Empire fell apart. Now he's been going around trying to form an army, in the meanwhile accidentally being forced to swear his allegiance to Vezon as well. He seems to be trying to formulate a plan right now.

The Iron Warband's soldiers have various motivations for joining. Usually a hatred for Toa, Matori, and the like. Some just like fighting and/or plundering. Some might just want some adventure or camaraderie in their lives. Caybluk's motivitation is to enact revenge on the Agori for how they treated the Iron Tribe after the Dreaming Plague, and he hates the Matoran and Toa for failing to help and completely ignoring the Agori's crimes against his tribe. Which is partially why he feels upset with his recent decisions and situations.
Out of curiosity, does the City Guard answer to Teridax or Sansod?

My gut instinct would be Sansod, as a part of the city's governing body, but Teridax is an older leader and seems closer to the Matori population.
I'd say they could answer to both, since they serve the city itself like Teridax, but will also answer to the governing body being Sansod.
