A message from Proto comes in through a secure line. "I'm not sure if you're aware of this, but recently several new factions have sprung up- A not insignificant portion of them are violent. Perhaps most concerning is the reemergence of the rogue Brotherhood fragment originally led by Makuta Charix. Far away in the desert, hidden in dust and rock, a vial gleams green. A towering black stormcloud erupts from a point directly above the citadel, spreading to cover the entire metru. Then, it pours. Water drops from the sky so ferociously that the EP spread throughout is washed away. As soon as the EP is gone from any given area, the clouds above that part disintegrate into clear sky.

The EP is washed outward, and the storm above this metru vanishes as quickly as it appeared.
