A peace seems to reign across the region. A cool, natural silence broken only by the sounds of the native Rahi and the off and on tumble of rocks scuttling down steep slopes. The tips of the mountain peaks sparkle with wet snow, and as the sun begins cast its full, mid day light down upon the region, trickles of water begin to appear, sliding down from the mountain peaks and snaking their way down the rocky slopes.
Without a sound, the sky around one particular mountain peak begins to quiver. What was once a partly cloudy region of sky quickly fades and quivers into the massive form of the once hidden Firedrake Carnage Wing. Casting away its chameleon power, the warship cuts slowly through the sky, casting an enormous shadow over the once idealic landscape below. Within seconds, dozens of similar Firedrake Carnage Wings appear, and the sky is filled with dozens upon dozens of war ships. Chief among these ships, is the Dread Wing, which, with a Crescent Carrier hovering to its right, hangs low in the sky, appearing well below the other warships.

Toa of varying colors step through, and with their powers they raise a tower of gold and white, reflective enough that it's hard to look at directly. The gleaming light at the top of the tower focuses a beam of light on the Wing in an attempt to bring it more into view.
The toa are currently intent on constructing a base. How shocking. They do not know to whom the Wing belongs.
Scans of the tower find something odd: The color of the material is only a surface layer. Below that layer, it is the color of lightstone and about as bright.
The Toa are mentally contacted. "Attention, this area is under the protection of the Restored Brother-Hood. You have been identified as Toa and we must determine whether you pose a threat to the stability of this region. Please respond."
Three OTAT's are dispatched, and garrisoned. They teleport away from Venom's Peak and several yards away from the Tower. They sit still awaiting a response.

Jammers, Rocket Racer only! "This strategy will be put in play unless unforeseen circumstances force a change. Our aerial force will cloak, and take up positions all around the Zurakian fortress. Two ground forces will be deployed a large distance from the fortress and will advance upon it from opposite directions. These forces will both be comprised of a rear, artillery division and a forward assault division. When the ground force has been deployed, our fleet will open fire on the fortress with disruptive energies, the aim of which, will be to knock all electrical and energy systems off line. The ground artillery divisions will also aid in this strike. Provided their defenses are knocked out, we will be able to proceed with the next phase of our plan. Any enemy forces defending the exterior of the fortress will be targeted and taken out. Our fleet and ground offensive divisions will be brought in to take care of this. While this is occurring, a third ground force, which we will have deployed underground a distance from the fortress, will begin tunneling underneath the fortress, and, if encountering no resistance, will burrow up, and into the interior of the fortress. At this point, we hope to have gained the location of their primary energy source. With this knowledge, we can direct our underground force to that location, ensuring that we will seize control of it. Your Toa would prove useful both on board our command ships, and on the ground. Toa of iron would be greatly welcomed in all three of our offensive ground forces, as would Toa of air, stone and earth. Your mentally adept Toa would prove useful for communicating among our forces. To that end, they would be welcome to work with the Oohnorak we will have assigned to the three Offensive ground forces and our fleet. If you have the men, it would also be off certain importance to establish a small garrison of Toa of stone and ice aboard our capital ships for defensive purposes.

Toa of air, iron, and earth are regrouped using portals, as are Ice, and Stone. There seems to be roughly 20 of each element, though a few more are filtering in through the occasional portal. Water and Plantlife join forces, and begin distributing water and vuata muaca fruit among the toa.

Knowing Zurakia's energy manipulation, it is unlikely our toa of plasma, fire, and lightning will be of prominent use on the front lines. Have you any power generators that could be supported by their powers?" "Toa of magnetism, if unneeded to shield against the wahi or tunnel, can propel your slower forces with considerable force, as could Gravity. Would those of plantlife be best providing cover, attacking, or perhaps healing wounded?"
