OOC: Okay. Well if the Manas are not using this as a basis for their Toa like elemental power, then I have no idea how they are doing it. Honestly, I have always associated Toa like control of an element with the presence of a mind capable of exerting will power. How can a Manas which is powered by AI, apply any sort of will power in order to control an element?
OOC: As far as I know, Manas get all of their Kanoka and Elemental powers from hulls partially comprised of Kanoka, including Toa Disks.

OOC: This and a modified elemental projector technology.
The Xiatech the BoM has isn't advanced enough to do that
OOC: That's why it's modified. We mostly use that for weapon-based stuff, anyway.
OOC: I still don't see how a machine can exercise the will power necessary to operate mentally activated powers such as control of an element beyond simply firing blasts of the element.

The Toa, though, can exert will power, which is something basic computers and mechanized units have never been able to do. I would almost argue that complex life in Bionicle possesses a spirit that animates their robotic forms, this spirit being what differentiates them from machines, Bohrok, Exo Toa, etc.

Bohrok are capable of elemental manipulation.
Bohrok have limited capabilities though. A few of them (Levahk, Pahrak, Nuvohk) are related to their elements in color and preference only, not being able to manipulate those elements in any way.
Gahlok can only manipulate water to the extent that it uses its shields to draw water into, and out of its shields. They cannot, to my knowledge, create water where none exists. They also can't shape and direct water the way a Toa can.
Tanohk are severely limited, only being able to use their elemental fire to burn through things. I have not seen any information on them that would suggest they have the ability to even launch blasts of flame at opponents.
Kohrok have the ability to fire blasts of ice from their shields. They cannot manipulate ice the way a Toa can.
Overall, while some Bohrok have the ability to channel blasts of their power through their shields, others cannot even do that. The elemental power they have is extremely limited, which, to me, simply backs up my claim that machines do not possess the mental presence necessary to truly wield an element.

Kanoka can create those elements and things pertaining to the Bohrok can manipulate them. At the very worst, the Manas could just copy a Toa's power using the power-copy-power that I have. I do not believe that their mental state is the direct reason for their lack of full functionality; rather, the Bohrok were never meant to be singly on-par with a Toa in the first place and only sufficiently capable of using their elements to clear an island with elemental biomes.

And yet what things pertaining to Bohrok exist? Short of a fannon invention, we have no canonical examples of a machine being able to manipulate an element. What you seem to be saying is that, given kanoka, and a power copy ability, we could give virtually any mechanized being or other life form the full range of powers and control associated with a Toa. This essentially messes with the balance of power in the RP by allowing us to take any power we want and assign it to whatever being we create. This is what I am most concerned with. In our quest for more powerful units we have done away with canonical classes. We are essentially only limited by what we ourselves feel comfortable about creating.

It's taken much R&D to get to this point, plus the application of some canon powers. Ultimately, I didn't invent the technology for this, I stole it.
"My brother. Do not ask me how, but Karunax has returned. Yes, upon my preparation to begin our war against Inharax, who should show up before the gates of Xia but Karunax! It is almost to satisfying to believe. Come to New Xia at once. Our ranks are weakening. Inharax inexplicably has supporters among the Brother-Hood. Antermina, Zenila, Voidarix, Astrona, Krakarda, and Koro are with us, but Inharax seems to have a unnerving influence on the others present. Karunax has challenged Inharax to a duel for leadership of the Brother-Hood, and I doubt very much that Inharax will fight Karunax fairly; he won't stand a chance if he does. In the event that a unfortunate treachery occurs within our ranks, it would be of immense benefit to Karunax for you to be present."
They find miles and miles of pleasant and grassy rolling hills and leafy trees. A thin, cool and moist fog covers the area, and the sky is overcast. They may notice the form of a large black and white castle shrouded by a thin fog many miles away in the distance. (Its the Disney Castle! )

OOC: Just to let you know, I wasn't necessarily casting an illusion. I was, instead, describing how the area actually looks.
IC: As he gets within two miles of the castle, he is hailed by a mental message.
"Hail traveler! What do you seek? This is protected territory of the Renewed Brother-Hood of Makuta."

OOC: It was, but the battle seemed to be more or less confined to the area immediately surrounding the old Skakdi fortress. The castle of Chagrin is nearby that location, and is thus surrounded by blackened, and scorched ground. As far as I am aware, the majority of land around this area is fine (and even if it wasn't, I could simply say that kraata of plant control re-seeded, and replenished the area).
IC: The answer comes quickly. "While multiple Matoran cities do exist throughout this Wahi, you may, if you desire, lodge here. While our operations are mostly military, we do offer a safe haven for allies and travelers. If you desire, you may approach our castle of Chagrin. We will direct you to appropriate lodgings."

"Thank you for your kindness. I also have a desire to speak with your leader."
