They are identified as the Dark Hunters "Toll" and "Special." As for their purpose, it would seem that "Special" isn't entirely sure why they're going this way, but wants to kill something. "Toll's" thoughts are nothing, but making people pay their debts, in this case the forces of Chagrin. Definitely not here for peace.
With this in mind, an order is given and the fortress is immersed in illusion, making it vanish, leaving only the rolling plains of the Skakdi to greet the travelers eyes.

The cold, cavernous space is dimly lit with glowing light blue crystals, which emit light that is reflected and refracted throughout the room upon contact with the myriad of thin, blue stalactites and stalagmites jutting out of the floor and hanging from the distant ceiling. In the midst of the stalactites, a white carpet has been laid upon the stone floor in approximately the middle of the room. Running from the throne room's double door entrance, the carpet spans the expanse of the cavern, ending at the foot of a large throne made of ice, crystals, and a diamond filled rock (same as depicted in profile picture). Magzus finds himself standing upon the carpet. Charix is nearby, taking his time in sitting down upon his throne.
Upon sitting down, Charix gestures to someone behind Magzus's back, and a Boggarak walking backwards, drags a large comfortable, yet formal chair over to Magzus. After completing this task, the Boggarak dips his head to both Magzus and Charix before walking out of the room, the double doors opening, and closing behind him.
At length. Charix speaks. "You may sit if you wish. You asked to hear my plan, and I required a secure location and an impartial mind in which to unload these thoughts of mine. You are quite safe here."

For decades he ravaged lord Karunax's mind, causing the Makuta to act as a raging beast. I did my part in undoing part of lord Karunax's mental crisis, but I was not able to detect, much less remove, the presence of Pain from his mind. It took Pain's makers to remove him, and once removed, Pain escaped there clutches, roaming the Mata Nui robot leaving destruction in his wake. It took a team of Toa, Order agents, Makuta, and Pain's makers to finally destroy him. From what knowledge I possess, I believe there are two of Pain's makers currently operating in our world, one, I have personally met before, the other, is the one we just saw. The first, is known as the Anonymous. He directly aided my attempts to cure Karunax from Pain and has since sworn to assist me in protecting this world. The other, I am afraid, the Composer they call him, is more interested in manipulating others to achieve his own ends. I believe Karunax's mental problem, and Pain's mere existence, were both directly caused by the Composer. So with all of that said, we know find the Composer promising he can speak directly with Xia and have them 'help' us. He has a relationship with Xia. Do you, perhaps, see a problem with this state of affairs?"
