The castle of Chagrin is nearby that location, and is thus surrounded by blackened, and scorched ground. As far as I am aware, the majority of land around this area is fine (and even if it wasn't, I could simply say that kraata of plant control re-seeded, and replenished the area).
IC: The answer comes quickly. "While multiple Matoran cities do exist throughout this Wahi, you may, if you desire, lodge here. Many blue crystals are embedded in the walls, and gleam brightly. Fairly quickly, Oxlley finds the large, protosteel gate. It is set within a towering arched framework and is flanked by two thick and short towers situated on the wall which continues over the top of the gate. Behind the gate stand heavy double doors. the banners of the Seat of Chagrin, the Brother-Hood of Makuta, and the Eye of Chagrin are attached to these doors. Oxlley may also notice a slate grey fifty foot obelisk standing nearby the gate, its top stretching a good deal above the outer walls.
As Oxlley approaches, he finds the gate raised, the double doors open, and an Ohnorahk D. flanked by three Boggarak D. and six Vhotorahk D. waiting for him. The Oohnorahk steps forwards and speaks.
"Greetings. I am the gate gaurd. Allow me to show you to our available quarters."

"With all respect due, I must say that, not knowing the extent of your service to the Brother-Hood, the Grand Lord Makuta Charix has never opened himself up for such charges. The Lord Makuta, and we, his forces have always labored diligently for the legitimate chain of command."
OOC: Would the Oohnorahk learn anything from their dissection of the various Xian systems? I'm asking because I am somewhat concerned, and very much interested to know the cannonical explanation for the reproduction of elemental control...I don't really understand how such a thing is possible absent the knowledge of a great being.
Analysis of Xian tech is complete. If possible, samples of Xian tech from each of the major systems are detached from their respective systems, duplicated through a time consuming regeneration kanoka process, and then re-attached. The duplicated parts are then teleported up to New Chagrin for storage, and further inspection. Three teams of Keelerak scientists are assigned to compete against each other in the race to uncover how this tech works.

Larkisk's irritation grows, and, while responding in a tone which completely conceals his thoughts, begins sending out testy mental messages to his associates. "Your request will be forwarded to the Lord Makuta. His attentions are focused on many things, but your presence will be brought to his attention."
Larkisk makes ready to leave, but speaks before he does so. "We will make you aware of our Lord Makuta's response when it is received. For the time being, you are a guest in his house. I would advise you to... (Larkisk pauses for a second before finishing the thought in a markedly lighter tone then the one he had been using) Be mindful of that."
With that, Larkisk departs. A message is relayed to Makuta Charix of Oxlley's arrival.
With a flash of harmless electricity, Tyglax teleports into Oxlley's room and directs his gaze slowly towards the traveler. Oxlley would notice that the Rahkshi seems to hold himself in a particularly self-confident fashion, which, while not being arrogant, certainly conveys a deep seated aura of perfect control over the situation.
Tyglax speaks in a authoritative, unhurried tone.
"My Makuta Lord, while sending his regards, is, at the moment preoccupied with matters pertaining to the continued advancement of the Brother-Hood and, as such, is unable to grant your wish. I, however, being his personal hand, am quite prepared to listen to whatever matters you wish to discuss. I gather you have a position of standing within the Brother-Hood?"
High above the area, and in the upper atmosphere, four "Defender" Obelisks teleport into position about the originally placed unit. Virtually undetectable due to shadow shielding and illusion, these floating pillars begin to drift about the area, preparing their systems for operation.
They are detected as they enter the area and telescopic vision is trained upon them from afar. Mind reading is used to ascertain their purpose and identity.

They are identified as the Dark Hunters "Toll" and "Special." As for their purpose, it would seem that "Special" isn't entirely sure why they're going this way, but wants to kill something. "Toll's" thoughts are nothing, but making people pay their debts, in this case the forces of Chagrin. Definitely not here for peace.
